SECTION 1.
Foreign Office, February 20, 1908. I FORWARDED to the Board of Trade a copy of your despatch No. 560 of the 28th November, 1907, on the subject of the issue of exemption certificates for foreign goods destined for the newly-opened trade marts in Manchuria.
I have now received a letter from the Board, copy of which is inclosed,* in which they point out that the fixing of a period of two months for the return of all certificates, irrespective of the distance of the port of issue from the trade marts, may operate unfairly in the case of Tien-tsin.
They also suggest that in view of the growing importance of Chinwang-tao, that port should be included among those to which facilities are now granted for the dispatch of goods to Manchuria.
Should you see no objection to these suggestions, I shall be glad if you will approach the Chinese Government with a view to securing a modification of the Regulations in the sense desired by the Board of Trade.
